For an hypothetical torrent, there might be 2 seeds and 3 peers. When I look at the stats, the seeds might have 100%, the peers something less -- but no downloading is happening. Does the tracker decide to go quiet? says that it has 7 seeds, but the utorrent client shows seeds as 0(0). which is right?
